Inauguration 2013: Taxi Commission Issues Special Permits for Out-of-State Limousine Service

The fee is $150 per vehicle.

Violators are subject to ticketing, towing and impoundment.

1215          SPECIAL VEHICLE FOR HIRE PERMIT

 

1215.1       The Office of Taxicabs may issue a special vehicle permit that authorizes a limousine or sedan not licensed as a public vehicle-for-hire in the District of Columbia to operate for hire in the District for a period of not more than thirty (30) days during a particular event recognized by the District of Columbia including the Presidential Inauguration, Congressional Black Caucus, International Bankers Convention, World Cup Soccer, etc.  Only vehicles properly registered as vehicles-for-hire in another jurisdiction and rental cars shall be eligible to obtain a special vehicle-for-hire permit.

 

Burki Limousine chauffeurs worked the Inaugural in 2001, 2005 and 2009. This was the first time we had the opportunity to do an event of this magnitude. We had a trial by fire experience the first day and evening. As a result, we were forced to develop on the fly procedures for dealing with overworked and sometimes overzealous security personnel, closed roads, the ubiquitous road and infrastructure construction, snow, rain, and sleet, and unbelievable traffic.

We understand there were over 500 limousines supplementing the regular DC fleet, which didn't count the standard Town Cars and DeVilles plus taxis on the DC streets. Traffic was compounded by buses and everyone wanting to go to the same venue(s). Gridlock was the order of the day (or evening). We were able to reduce transit times from hours to 15-30 minutes between venues after the first evening. Our clients were able to arrive earlier, visit more galas, and enjoy their experience more. With heightened security in place for the events coupled with the potential for inclement weather, being able to rely on a dedicated vehicle to drop off and pick up as necessary makes for a decidely more pleasant and fun experience.

What Are the Transportation Problems Facing Attendees Without Dedicated Transportation?

  1. Road closings (the National Mall was closed in 2001 for cross vehicular traffic, open only for pedestrian and parade traffic), the Secret Service and DC Police are expanding this exponentially for 2013,

  2. Higher levels of security,

  3. The potential for wind chills in the teens or lower, snow, sleet, and rain,

  4. Several thousand vehicles from areas outside DC,

  5. Drivers unfamiliar with the event, the area, and who use English as a 2nd language,

  6. Dependence upon The Metro.

  7. On-street parking will not be an option; expect problems finding parking and paying hefty premiums if/where available. DC and other security police will rigorously enforce all vehicular laws, especially those applicable to parked vehicles.

 


Option 1: Let us drive you and your friends to DC in a 8  passenger Ford Excursion 4x4 for $120 per Hour/7 Hour minimum

(Washington, D.C.) – Today, the 2013 Presidential Inaugural Law Enforcement and Public Safety Public Affairs Subcommittee announced the Joint Transportation Plan for the 57th Presidential Inauguration.  Events and activities celebrating the Inauguration, a designated National Special Security Event, will take place on Sunday, January 20 and Monday, January 21, 2013.

 

 

This transportation plan provides the general outlines for vehicular restricted zones, road closures, charter vehicles, public transportation and pedestrian routes.  Additional information is available online for residents of the District, Virginia and Maryland, as well as for charter operators, through the websites listed at the end of this plan.  Additions to this plan may be made prior to the Inaugural and will be updated on these websites. Specific questions regarding this transportation plan should be directed to the participating agencies as identified. 

 

Security and transportation plans for the Inaugural have been developed by a partnership of local, state and federal law enforcement and public safety agencies, including the District Department of Transportation (DDOT), the District of Columbia Homeland Security and Emergency Management Agency, the Washington Metropolitan Area Transit Authority, the Virginia State Police, the Maryland Department of Transportation, the United States Secret Service, the Washington D.C. Metropolitan Police Department (MPD), the United States Capitol Police and the United States Park Police.

 

Access into Washington, D.C., will be limited on Monday, January 21, 2013.  The following is a summary of routes and their status that day:

 

  • 14th Street Bridge to 14th Street – All traffic will be diverted by MPD onto the Southeast/Southwest freeway beginning at 5:30 a.m.
  • Roosevelt Bridge – Traffic coming across the Roosevelt Bridge will be diverted into northbound Potomac River Expressway to Pennsylvania Avenue or Whitehurst Freeway/K Street.  
  • Memorial Bridge – Restricted to pedestrians and authorized vehicles only
  • Key Bridge – Open to all traffic
  • Chain Bridge - Open to all traffic
  • South Capitol Street Bridge – Open to all traffic
  • Southeast/Southwest Freeway – Open to all traffic
  • Rock Creek Parkway – Open to traffic (holiday traffic schedule in effect throughout the park)
  • Clara Barton Parkway operating under holiday schedule (two-way traffic all day)
  • 11th Street Bridges – Open to all traffic
  • Sousa Bridge – Open to all traffic from east of the river to security checkpoint at Capitol Hill
  • East Capitol Street – Open to all traffic. Roadways near RFK Stadium are primary routes for charter tour bus operators.
  • Benning Road – Open to all traffic
  • New York Avenue – Open to all traffic
  • 3rd Street Tunnel – Closed to all vehicular traffic and pedestrian traffic
  • Woodrow Wilson Bridge – Open to all traffic

 

Washington, D.C. Vehicular Restrictions

 

Vehicle Restricted Zone: Vehicular restrictions in Washington, D.C., will be instituted by the Metropolitan Police Department and the U.S. Park Police.  While the outer perimeter of the vehicle restricted zone will be open to traffic, drivers should expect delays. Drivers and passengers should be prepared to provide proof of residence, work identification or a reasonable verbal justification to enter the restricted area.

 

MetroAccess vehicles carrying passengers with disabilities will have access to the vehicle restricted zone to load/unload passengers only.  MetroAccess vehicles may not park on the street in any area designated Emergency No Parking.

 

Vehicles or individuals in vehicles displaying Americans with Disabilities Act or handicap identification (such as an authorized parking tag or license plate) may access the vehicle restricted zone and may park in operating parking garages or lots. These vehicles may not park on the street in any area designated Emergency No Parking.

 

Vehicles transporting individuals with a medical emergency or accessing necessary medical care may access the restricted area.

 

The following areas may be enforced as Emergency No Parking beginning 7 a.m. on Sunday, January 20, through 7 a.m. on Tuesday, January 22.  From 3 a.m. to 7 p.m. on Monday, January 21, many of these areas will be posted by law enforcement personnel and vehicular traffic will be limited.

Charter Buses

 

Transportation and security planners anticipate up to 2,500 private buses carrying approximately 135,000 participants to Washington, D.C., for the Inaugural events. Parking is only available at RFK Stadium and must be reserved in advance. From RFK Stadium, passengers will be able to walk, or, in limited cases, take shuttle buses to the Inaugural events.

 

Charter buses will not be able to park and/or drop off passengers at any Metro station in Washington D.C., Virginia or Maryland. All transportation providers planning to travel to the District of Columbia during Inauguration Week with chartered buses, motor carriers, etc., must obtain a trip permit from the District Department of Motor Vehicles and must reserve parking in advance. Registration for permits and parking for charter buses must be completed no later than Friday, January 18, 2013. No registrations will be accepted after this date.

Virginia Vehicular Restrictions

 

All vehicular road restrictions will be coordinated between the Virginia State Police, the Virginia Department of Transportation and local jurisdictions. 

 

  • I-395 HOV northbound lanes will close at 9 a.m. on January 21.  HOV lanes on I-395 will re-open southbound upon the conclusion of the Inaugural address.
  • I-395 main lanes and I-66 will be open to all traffic
  • Memorial Bridge will be open to pedestrian traffic and authorized vehicle traffic only
  • Key Bridge, Chain Bridge, Woodrow Wilson Bridge and the American Legion Bridge will be open to all traffic
  • North Washington Street at Montgomery Street (City of Alexandria City) to Reagan National Airport will be open

 

U.S. Park Police Closures

 

Access to the following roads will be coordinated by the U.S. Park Police. On January 21, 2013:

 

  • The George Washington Memorial Parkway will be open in both directions
  • Traffic will be allowed to exit Washington Reagan National Airport onto northbound or southbound George Washington Memorial Parkway

 

Maryland Transportation Information

 

While there are no anticipated road closures or restrictions in Maryland, officials are discouraging individuals from driving into the District and encouraging the use of mass transit. The Maryland Department of Transportation’s State Highway Administration is supporting Inaugural activities by:

 

  • Conducting extended emergency traffic patrols along interstate and primary highways approaching the National Capital Region
  • Providing real time traffic public information by means of Dynamic Message Signs, Highway Advisory Radios and CHART (the Coordinated Highways Action Response Team) on the Internet
  • Assisting motorists and removing abandoned and disabled vehicles from travel lanes and reporting on travel conditions
  • Providing traffic control support to conduct ramp closures and other operations warranted to maintain traffic
  • Log onto http://www.marylandtransportation.com for transit and travel information

 

Public Transportation

 

Inaugural event attendees are encouraged to use public transportation as many streets in and around the Capitol Grounds and the National Mall area will be closed to private automobiles for much of the day.

 

Metrorail will operate rush hour service for 17 consecutive hours on January 21, from

4 a.m. to 9 p.m., and will operate on a non-rush hour schedule until 2 a.m. During the rush-hour service, Metro will charge peak fares.  Due to security measures that will be in place, the Archives and Mt. Vernon Square stations on Metro's green and yellow lines and the Smithsonian station on the blue and orange lines, will be closed all day on Inauguration Day, Monday, January 21.

 

Metro’s commemorative one-day pass with a special Inauguration design is currently being sold for $15 online or at Metro sales offices.  Individuals should purchase their farecards, one-day passes or SmarTrip cards in advance of Inauguration Day if possible to avoid lines that day.

 

Metro has approximately 60,000 parking spaces in 29 lots and 22 garages throughout the Washington region for private motorists to park on Inauguration Day.   Parking lots and garages are expected to fill very quickly, so it is advisable to have a back-up plan in place should the lots be filled. Parking fares are to be paid upon exit and only value from a SmarTrip card or credit card will be accepted as forms of payment. Cash will not be accepted. Tour and charter buses will not be permitted to park or discharge their passengers on Metro property.

 

On Inauguration Day, Metrobus will operate on a weekday schedule with normal rush hour service in the morning, followed by an early rush hour in the afternoon. However, with street closures around the National Mall and Pennsylvania Avenue for the parade, all Metro bus routes near the National Mall will be subject to detours and delays. Bus riders are encouraged to visit http://www.wmata.com for details and to allow extra time on Inauguration Day.

 

During Inauguration weekend, MetroAccess will operate identical hours to rail and bus schedules. MetroAccess customers are encouraged to plan extra time to travel due to increased traffic throughout the service area. Street closures around the National Mall and Pennsylvania Avenue for the Inauguration and parade on Inauguration day will mean that MetroAccess vehicles will only be able to drop off customers several blocks from the Inauguration and parade route. MetroAccess vehicles will not be permitted access to streets that are closed. All MetroAccess users should be prepared for detours. MetroAccess customers must reserve their trips by 4:30 p.m. the day prior to travel.

For pedestrians walking to the National Mall, 3rd Street NW is the recommended east/west divide on the north side of the parade route.  It is 3.2 miles from 3rd and E Streets NW to 7th Street and Independence Avenue SW (going around the U.S. Capitol) and 3.2 miles from 3rd and H Streets NW to 7th Street and Constitution Avenue NW (going around the White House) using these pedestrian routes.

 

Viewing the Inauguration ceremonies from the U.S. Capitol grounds requires a ticket issued by the Joint Congressional Committee on Inaugural Ceremonies. Information on tickets is available at http://www.inaugural.senate.gov/2013/getting-tickets.  Recommended Metro exits for individuals with tickets include Capitol South, Eastern Market, Union Station, NoMa-Gallaudet U (New York Ave.), Judiciary Square, Gallery Place-Chinatown, Federal Center SW or L’Enfant Plaza. Bike Parking and Capital Bikeshare Corrals

 

On Inauguration Day, January 21, DDOT and goDCgo will establish a bike parking area at 16th and I Streets NW with space available for hundreds of bikes. Owners will be responsible for parking and locking their own bikes and availability will be on a first-come, first-served basis.

 

In addition, Capital Bikeshare will establish two corrals on Inauguration Day to serve members attending the Inauguration and Inaugural Parade. The corrals – which are only for Capital Bikeshare bikes - will be located at:

  • 12th Street and Independence Avenue  SW (U.S. Department of Agriculture)

SECRET SERVICE ANNOUNCES SECURITY INFORMATION FOR THE

2013 PRESIDENTIAL INAUGURAL

National Mall Entry Points, Parade Route Road Closures and Entry Points Released

(Washington, D.C.) – The United States Secret Service in cooperation with its local, state and

federal security, public safety and military partners, has developed an overall security plan for

the 57th Presidential Inauguration. Inaugural activities will take place beginning on Sunday,

January 20 through Monday, January 21, 2013, with the Inaugural ceremonies scheduled for

Monday, January 21.

The U.S. Department of Homeland Security has designated the Inaugural as a National Special

Security Event (NSSE). When an event is designated an NSSE, the U.S. Secret Service assumes

its role as the lead federal agency for the design and implementation of the operational security

plan. The Washington, D.C., Metropolitan Police Department (MPD), the U.S. Capitol Police

and the U.S. Park Police, as well as a number of other local, state and federal agencies, will play

a critical operational role in securing the Inauguration and resources will be deployed to maintain

the appropriate level of security.

An important reminder for all Metro riders is that the Smithsonian, Archives and Mt Vernon

The following security measures will be in place for the 57th Presidential Inauguration:

Downtown Area Road Closures: A map detailing specific road closures is attached.

Vehicle restricted zones will be in effect beginning at 7 a.m. on Sunday, January 20,

through 7 a.m. on Tuesday, January 22. Restrictions will be implemented on a rolling

schedule, beginning at Pennsylvania Avenue NW from 2nd Street NW to 15th Street

NW. All closures will be in place by the morning of Monday, January 21. All vehicular

road closures in Washington, D.C., will be instituted by MPD. Inquiries pertaining to

road closures should be directed to the MPD Office of Public Information at (202) 727-

4383. Details regarding road closures will be available online at

http://www.inauguration.dc.gov and http://www.secretservice.gov.

Security Screenings: All attendees, including general public and ticketed guests, will be

subject to a thorough security screening before entering the Inaugural parade route, the

White House reviewing stand and the Inaugural balls. Please allow for additional time for

this security screening, as it is expected that lines may be long.

General Prohibited Items: As a security precaution, the following items will be

prohibited from the Inaugural parade route, the White House reviewing stand and the

Inaugural balls:

- Aerosols

- Ammunition

- Animals other than helper/guide

dogs

- Backpacks

- Bags and signs exceeding size

restrictions (8"x6"x4")

- Bicycles

- Balloons

- Coolers

- Explosives

- Firearms

- Glass or thermal containers

Signs and placards must be made only of cardboard, poster board or cloth and have

dimensions no greater than three feet in width, 20 feet in length and one-quarter inch in

thickness. Surrendered items will not be returned, nor available for pick-up.

Monday, January 21, 2013, and will remain open until the parade route can no longer

accommodate additional people.

Cold Weather Preparedness: The U.S. Department of Health and Human Services

reminds attendees to plan ahead to prevent cold-weather related health problems. Infants

and the elderly are particularly at risk, but anyone can be affected. Attendees of all ages

will likely need hats, water-resistant coats, scarves or knit masks to cover the face and

mouth, and gloves or mittens. Mittens are warmer than gloves. Wool, silk or

polypropylene inner layers of clothing will hold in more body heat than cotton.

Perspiration can increase heat loss, and wet clothing can chill the body rapidly. To

prevent cold-related health problems, dress in layers of loose-fitting clothes, including

extra socks, which can be removed as they become damp. For more information on cold

Air Security: A combined air security plan will be implemented to provide airspace

security for the Washington metropolitan area. Enhanced airspace restrictions on general

aviation have been released and can be accessed online at the Federal Aviation

9522.

Water Security: There will be an enhanced security presence on the waterways around

Washington, D.C. Inquires should be directed to the U.S. Coast Guard via marine band

radio VHF channel 16 or the Metropolitan Police Department Harbor Patrol at 202-727-

4582.

2013 Presidential Inaugural Law Enforcement and Public Safety Public Affairs Subcommittee Announces Joint Transportation Plan

 (Washington, D.C.) – Today, the 2013 Presidential Inaugural Law Enforcement and Public Safety Public Affairs Subcommittee announced the Joint Transportation Plan for the 57th Presidential Inauguration. Events and activities celebrating the Inauguration, a designated National Special Security Event, will take place on Sunday, January 20 and Monday, January 21, 2013.

This transportation plan provides the general outlines for vehicular restricted zones, road closures, charter vehicles, public transportation and pedestrian routes. Additional information is available online for residents of the District, Virginia and Maryland, as well as for charter operators, through the websites listed at the end of this plan. Additions to this plan may be made prior to the Inaugural and will be updated on these websites. Specific questions regarding this transportation plan should be directed to the participating agencies as identified.

Security and transportation plans for the Inaugural have been developed by a partnership of local, state and federal law enforcement and public safety agencies, including the District Department of Transportation (DDOT), the District of Columbia Homeland Security and Emergency Management Agency, the Washington Metropolitan Area Transit Authority, the Virginia State Police, the Maryland Department of Transportation, the United States Secret Service, the Washington D.C. Metropolitan Police Department (MPD), the United States Capitol Police and the United States Park Police.- 2 -

Access into Washington, D.C., will be limited on Monday, January 21, 2013. The following is a summary of routes and their status that day:

• 14th Street Bridge to 14th Street – All traffic will be diverted by MPD onto the Southeast/Southwest freeway beginning at 5:30 a.m.

• Roosevelt Bridge – Traffic coming across the Roosevelt Bridge will be diverted into northbound Potomac River Expressway to Pennsylvania Avenue or Whitehurst Freeway/K Street.

• Memorial Bridge – Restricted to pedestrians and authorized vehicles only

• Key Bridge – Open to all traffic

• Chain Bridge - Open to all traffic

• South Capitol Street Bridge – Open to all traffic

• Southeast/Southwest Freeway – Open to all traffic

• Rock Creek Parkway – Open to traffic (holiday traffic schedule in effect throughout the park)

• Clara Barton Parkway operating under holiday schedule (two-way traffic all day)

• 11th Street Bridges – Open to all traffic

• Sousa Bridge – Open to all traffic from east of the river to security checkpoint at Capitol Hill

• East Capitol Street – Open to all traffic. Roadways near RFK Stadium are primary routes for charter tour bus operators.

• Benning Road – Open to all traffic

• New York Avenue – Open to all traffic

• 3rd Street Tunnel – Closed to all vehicular traffic and pedestrian traffic

• Woodrow Wilson Bridge – Open to all traffic

 

Washington, D.C. Vehicular Restrictions

Vehicle Restricted Zone: Vehicular restrictions in Washington, D.C., will be instituted by the Metropolitan Police Department and the U.S. Park Police. While the outer perimeter of the vehicle restricted zone will be open to traffic, drivers should expect delays. Drivers and passengers should be prepared to provide proof of residence, work identification or a reasonable verbal justification to enter the restricted area.

MetroAccess vehicles carrying passengers with disabilities will have access to the vehicle restricted zone to load/unload passengers only. MetroAccess vehicles may not park on the street in any area designated Emergency No Parking.

Vehicles or individuals in vehicles displaying Americans with Disabilities Act or handicap identification (such as an authorized parking tag or license plate) may access the vehicle restricted zone and may park in operating parking garages or lots. These vehicles may not park on the street in any area designated Emergency No Parking.- 3 -

Vehicles transporting individuals with a medical emergency or accessing necessary medical care may access the restricted area.

The following areas may be enforced as Emergency No Parking beginning 7 a.m. on Sunday, January 20, through 7 a.m. on Tuesday, January 22. From 3 a.m. to 7 p.m. on Monday, January 21, many of these areas will be posted by law enforcement personnel and vehicular traffic will be limited.

Charter Buses

Transportation and security planners anticipate up to 2,500 private buses carrying approximately 135,000 participants to Washington, D.C., for the Inaugural events. Parking is only available at RFK Stadium and must be reserved in advance. From RFK Stadium, passengers will be able to walk, or, in limited cases, take shuttle buses to the Inaugural events.

Charter buses will not be able to park and/or drop off passengers at any Metro station in Washington D.C., Virginia or Maryland. All transportation providers planning to travel to the District of Columbia during Inauguration Week with chartered buses, motor carriers, etc., must obtain a trip permit from the District Department of Motor Vehicles and must reserve parking in advance. Registration for permits and parking for charter buses must be completed no later than Friday, January 18, 2013. No registrations will be accepted after this date.

Virginia Vehicular Restrictions

All vehicular road restrictions will be coordinated between the Virginia State Police, the Virginia Department of Transportation and local jurisdictions.

• I-395 HOV northbound lanes will close at 9 a.m. on January 21. HOV lanes on I-395 will re-open southbound upon the conclusion of the Inaugural address.

• I-395 main lanes and I-66 will be open to all traffic

• Memorial Bridge will be open to pedestrian traffic and authorized vehicle traffic only

• Key Bridge, Chain Bridge, Woodrow Wilson Bridge and the American Legion Bridge will be open to all traffic

• North Washington Street at Montgomery Street (City of Alexandria City) to Reagan National Airport will be open

 

U.S. Park Police Closures

Access to the following roads will be coordinated by the U.S. Park Police. On January 21, 2013:

• The George Washington Memorial Parkway will be open in both directions

• Traffic will be allowed to exit Washington Reagan National Airport onto northbound or southbound George Washington Memorial Parkway

 

Maryland Transportation Information

While there are no anticipated road closures or restrictions in Maryland, officials are discouraging individuals from driving into the District and encouraging the use of mass transit. The Maryland Department of Transportation’s State Highway Administration is supporting Inaugural activities by:

• Conducting extended emergency traffic patrols along interstate and primary highways approaching the National Capital Region

• Providing real time traffic public information by means of Dynamic Message Signs, Highway Advisory Radios and CHART (the Coordinated Highways Action Response Team) on the Internet

• Assisting motorists and removing abandoned and disabled vehicles from travel lanes and reporting on travel conditions

• Providing traffic control support to conduct ramp closures and other operations warranted to maintain traffic

• Log onto http://www.marylandtransportation.com for transit and travel information

 

Public Transportation

Inaugural event attendees are encouraged to use public transportation as many streets in and around the Capitol Grounds and the National Mall area will be closed to private automobiles for much of the day.

Metrorail will operate rush hour service for 17 consecutive hours on January 21, from

4 a.m. to 9 p.m., and will operate on a non-rush hour schedule until 2 a.m. During the rush-hour service, Metro will charge peak fares. Due to security measures that will be in place, the Archives and Mt. Vernon Square stations on Metro's green and yellow lines 

and the Smithsonian station on the blue and orange lines, will be closed all day on Inauguration Day, Monday, January 21.

Metro’s commemorative one-day pass with a special Inauguration design is currently being sold for $15 online or at Metro sales offices. Individuals should purchase their farecards, one-day passes or SmarTrip cards in advance of Inauguration Day if possible to avoid lines that day.

Metro has approximately 60,000 parking spaces in 29 lots and 22 garages throughout the Washington region for private motorists to park on Inauguration Day. Parking lots and garages are expected to fill very quickly, so it is advisable to have a back-up plan in place should the lots be filled. Parking fares are to be paid upon exit and only value from a SmarTrip card or credit card will be accepted as forms of payment. Cash will not be accepted. Tour and charter buses will not be permitted to park or discharge their passengers on Metro property.

On Inauguration Day, Metrobus will operate on a weekday schedule with normal rush hour service in the morning, followed by an early rush hour in the afternoon. However, with street closures around the National Mall and Pennsylvania Avenue for the parade, all Metro bus routes near the National Mall will be subject to detours and delays. Bus riders are encouraged to visit http://www.wmata.com for details and to allow extra time on Inauguration Day.

During Inauguration weekend, MetroAccess will operate identical hours to rail and bus schedules. MetroAccess customers are encouraged to plan extra time to travel due to increased traffic throughout the service area. Street closures around the National Mall and Pennsylvania Avenue for the Inauguration and parade on Inauguration day will mean that MetroAccess vehicles will only be able to drop off customers several blocks from the Inauguration and parade route. MetroAccess vehicles will not be permitted access to streets that are closed. All MetroAccess users should be prepared for detours. MetroAccess customers must reserve their trips by 4:30 p.m. the day prior to travel.

Individuals planning to use Metro during Inaugural activities can sign up for special alerts on Metro’s Web site at http://www.wmata.com/inauguration. Alerts will be issued via email and text message when Metro has news relating to service for the Inauguration, as well as service information on Inauguration weekend. Customers can also get updates on Twitter by following @WMATA or @MetroInaug.

For pedestrians walking to the National Mall, 3rd Street NW is the recommended east/west divide on the north side of the parade route. It is 3.2 miles from 3rd and E Streets NW to 7th Street and Independence Avenue SW (going around the U.S. Capitol) and 3.2 miles from 3rd and H Streets NW to 7th Street and Constitution Avenue NW (going around the White House) using these pedestrian routes.

Viewing the Inauguration ceremonies from the U.S. Capitol grounds requires a ticket issued by the Joint Congressional Committee on Inaugural Ceremonies. Single Lane Condition for the 11th Street Local Bridge, Between O Street and I-295 on January 18

 

(Washington, D.C.) As part of the 11th Street Bridge Project, the District Department of Transportation (DDOT) will reduce lanes on the 11th Street Local Bridge between O Street, SE and I-295, starting at 5:00 a.m. on Friday, January 18. The lane closures will allow crews to complete the final sidewalk placement for the bridge.  Inbound and outbound traffic will be controlled by a flagging operation. 

 

There are currently two inbound lanes and one outbound lane on the 11th Street local bridge and all lanes are scheduled to be reopened to traffic at 12 p.m. (noon) on January 18, 2013.

Eastbound SE Freeway Reduced to Single Lane Condition Between 8th Street, SE and Pennsylvania Avenue, SE, January 22 - 25

 

(Washington, D.C.) – As part of the 11th Street Bridge Project, the District Department of Transportation (DDOT) will reduce the eastbound SE Freeway to a single lane, between 8th Street, SE and Pennsylvania Avenue, SE, starting at 12 noon on Tuesday, January 22, 2013.  The lane closure will allow crews to prepare to start constructing bridge piers adjacent to the roadway for a new freeway bridge over the SE Freeway.  All lanes are scheduled to be reopened to traffic by 3 p.m. on January 25, 2013.

 

Beginning January 31, 2013 all eastbound lanes along this stretch will be closed to traffic for approximately 18-20 months while crews fill the roadway to restore it to the local street elevation.

 

Motorists seeking access to northbound DC-295 are advised to begin using the I-695 Outbound Freeway Bridge and newly constructed bridge ramp to northbound DC-295 to avoid possible commute delays and traffic congestion.

On Saturday, January 26 through Sunday, January 27, VDOT will shut down westbound Arlington Boulevard/Rt. 50 in order to perform the Courthouse Bridge demolition. For closure and detour information, view the VDOT Courthouse Bridge demolition traffic alert.

 

VDOT will be performing lane closures on east and westbound Arlington Boulevard/Rt. 50 from 10th Street to N. Rhodes Street as a part of the ongoing Arlington Boulevard/Courthouse Road/10th Street Interchange project. 

 

On Tuesday, January 22, closures will occur on westbound Arlington Boulevard/Rt. 50 from 12:00 noon to 3:00 p.m.

 

On Wednesday, January 23 through Friday, January 25, closures will occur on westbound Arlington Boulevard/Rt. 50 from 6:30 a.m. to 3:00 p.m. and eastbound from 9:00 a.m. to 5:00 p.m.

 

VDOT closed the westbound Arlington Boulevard exit onto 10th Street in late October. Please follow the signed detour route from westbound Arlington Boulevard to N. Pershing Drive and Washington Boulevard to access 10th Street. This detour is scheduled to continue until Spring 2013.

Beginning tomorrow, Arlington's construction contractor, Sagres Construction, will be performing temporary lane closures as part of the Columbia Pike Utility Undergrounding and Street Improvements project.

 

Friday, January 18, 8:00 a.m. - Saturday, January 19 5:00 a.m.

Crews will close a 150 - foot section of S. Wakefield Street, north of the Columbia Pike intersection. A detour will be provided through 9th Street South and S. Buchanan Street.

3.  Downtown Washington, D.C. is expected to be extremely crowded, with limited restroom facilities and few portable accessible restroom facilities.

 

4.  Scheduled pick-ups may be subject to long delays throughout the service area, as vehicles will have to navigate road closures and dense traffic.

Updates on Current and Upcoming National Park Service Road Work and Lane Closures in the Greater Washington area Roads, Bridge Construction May Impact Traffic

 

 

Rock Creek Parkway - Closure January 22, 2013 from 9:30 a.m. to 2:30 p.m. for Tree Maintenance

Washington, D.C. – Rock Creek Park tree workers will be performing tree maintenance on Beach Drive January 22, 2013. Beach Drive will be closed from Park Rd NW to Blagden Avenue NW, from 9:30 a.m. until 2:30 p.m. to provide space for the equipment and allow personnel to work safely. 

 

 Rock Creek Parkway road construction continues

The contractor continues road work at Waterside Drive. The southbound right curb lane is closed approaching Waterside Drive. Lane adjustments are in effect during AM and PM rush hours.  Motorist will be allowed to use one northbound lane to go south during AM rush hour until 9:10 a.m. A minimum of one lane will remain open in the southbound lanes at all times.  

 

All traffic will use the left curb lane approaching Waterside Drive on southbound Rock Creek Parkway.  This traffic pattern is expected to last until mid-February 2013.

 

Contractors will also resume work on the repair and installation of electrical lines for lighting along the Rock Creek Parkway.  During this road construction, lighting on Rock Creek Parkway north of P Street will not be operational for several months.  Motorists are advised to drive with caution after dark.

 

Signs and variable message boards will be posted for lane closures and delays at various times and locations during the entire construction process.

Road Resurfacing and Spot Reconstruction Project Continues on Baltimore-Washington Parkway between District of Columbia Line and Route 450 (Annapolis Road); Expect Delays  

 

Punchlist work continues on the roadway resurfacing and spot repair project on the Baltimore-Washington Parkway B/W Parkway, weather permitting.  This roadway re-construction project will affect the B/W Parkway from the District of Columbia line at Route 50 to the interchange at Route 450 (Annapolis Road). 

 

No expected lane closures on both northbound and southbound parkway between Route 50 and Route 450 for construction punchlist work. 

 

 

Levee construction continues on West Side of 17th Street; Two-way traffic now uses east side of 17th Street  

Work continues on the levee being built on both sides of 17th Street, just south of Constitution Ave., N.W.  Both northbound lanes have been converted to one lane in each direction.  Two-way traffic will be maintained at all times during this phase of the project.  Work on the Levee itself will progress from the middle of 17th Street west, away from the Washington Monument and in the direction of Constitution Gardens Lake.      

 

Weather may require adjustments to the schedule.  Every effort is being made to minimize traffic delays and accomplish the work in a timely manner. 

 

 

C&O Canal NHP -- D.C. Water Odor Abatement Project at Fletchers Cove  

D.C. Water and Sewer Authority (DC Water) continues to work at Fletchers Cove on one of the odor abatement facilities for the Potomac Interceptor.   At all times motorists should be alert to construction vehicles entering and exiting the Fletchers Cove parking areas. A portion of the parking lot is used for construction staging and temporary closures for deliveries and equipment.

 

 

Clara Barton Parkway -- D.C. Water Odor Abatement Project at Little Falls

Water and Sewer Authority (DC Water) continues to work along the Clara Barton Parkway on one of the odor abatement facilities for the Potomac Interceptor.  The location of this facility is approximately three miles outbound from Chain Bridge.  At all times motorists should be alert to construction vehicles entering and exiting onto the Clara Barton Parkway from the adjacent construction site at the Little Falls pumping station. This is a large-scale construction project that is anticipated to last until late February 2013.

A lane closure will take place on Monday January 7, 2013 during Non-Rush hour times of 10:00 AM and 2:30 PM.  The Lane closure is needed for the delivery and placement of concrete on the guardrail forms.  Motorists should watch for stopped vehicles and flagging operations to navigate through the area.

 

 

C&O Canal National Historical Park Anglers Access Parking Closures

The construction on the repairs for the C&O Canal towpath’s retaining wall continues to require periodic closures of all parking areas across from the Old Angler’s Inn on MacArthur Boulevard.  These periodic closures include the lower drop off lot. The middle entrance to the parking areas remains closed.  Vehicular traffic generally is prohibited at Angler’s from 5:00 a.m. - 5:00 p.m. daily in the upper lot and the lower drop off lot.  The hours of the lower drop off lot, will be determined on a day-to-day basis pending contractor operations and delivery of materials to the job site. Regardless of the construction contractor operations, limited parking will be available for both the upper lot and the lower drop off lot after 5:00 p.m. weekdays, on weekends, and holidays.  Alternative parking is available at Carderock (2 miles east) and Great Falls (2.2 miles west). 

As with all road construction projects, inclement weather may require adjustments to the schedules, including the possibility of postponement.  The NPS will continue to inform the public and the media of any adjustments in the work schedules.  Every effort will be made to minimize traffic delays and accomplish the work in a timely manner.  The NPS regrets any inconvenience and appreciates all motorists’ understanding and patience.
